Community Infrastructure Levy Evidence
We adopted a Community Infrastructure Levy (CIL) Charging Schedule at Full Council on 29 January 2020.
CIL was implemented from 1 April 2020.
Any applications GRANTED PERMISSION after 1 April 2020 will be liable to pay a CIL charge in line with the adopted CIL Charging Schedule.
N.B. The date of submission for a planning application does not impact CIL liability, only the date when an application was determined.
Submission
In accordance with Regulation 19 of the Community Infrastructure Levy Regulations 2010 (as amended), Stevenage Borough Council formally submitted its CIL Draft Charging Schedule (DCS) to an independent examiner on 2 August 2019.

Public examination hearing session
An independent Examiner, Mr Philip Staddon BSc, Dip, MBA, MRTPI of PJS Development Solutions Ltd., was appointed to examine the Draft Charging Schedule. The examination public hearing was held at 9:30am on Thursday 5 September 2019 in the Council Chamber at Stevenage Borough Council, Daneshill House, Danestrete, Stevenage, Herts, SG1 1HN.
Post hearing consultation
Following the CIL examination hearing, held on 5 September 2019, further consultation was carried out on revised evidence (largely to correct an error noted in the viability appraisals), and amendments the council has asked the Examiner to recommend.

After the post-hearing consultation, the Examiner issued an additional clarification request.
Examiner’s Report
Following the public hearing, the independent Examiner, Mr Philip Staddon BSc, Dip, MBA, MRTPI of PJS Development Solutions Ltd., issued a report to the Council recommending (subject to certain modifications), the CIL Charging Schedule prepared by Stevenage Borough Council can be approved.
