Information about the Energy Company Obligation and the Great British Insulation Scheme.

The Energy Company Obligation known as (ECO4) and the Great British Insulation Scheme (GBIS) are government schemes through which householders may be eligible for free or discounted measures to improve the energy efficiency of their homes and reduce energy bills.

Stevenage Borough Council is participating in these schemes, in partnership with the National Energy Foundation.

Subject to eligibility, home energy efficiency measures could include:

  • Boiler replacement
  • Upgrading of inefficient heating
  • Loft insulation
  • Cavity wall / solid wall insulation
  • Other improvements to better insulate homes

In order to participate in the ECO4 scheme and GBIS the Council is required to publish a Statement of Intent, setting out the detailed eligibility criteria that will apply to households in Stevenage. The Council’s Statement of Intent can be viewed by downloading the document below.
